Oleg Sinegubov, head of the Kharkiv regional military administration, stated that the evacuation is necessary as local authorities are unable to provide essential services such as heating, electricity, and humanitarian aid. Approximately 250 families are expected to be evacuated, with about 4,000 residents, mostly pensioners, remaining in the city.

Sinegubov indicated that evacuation measures would be intensified, as many residents are reluctant to leave. Authorities plan to facilitate the evacuation through controlled crossings over the Oskol River, which could soon be crossed by advancing Russian troops. A vehicle equipped with a loudspeaker has been deployed in Kupyansk to inform residents about the lack of essential services and the urgency of the evacuation.

In contrast, the Russian administration in Kharkiv, led by Vitaly Ganchev, has suggested that the Ukrainian government is evacuating not only civilians but also their own officials and security forces from Kupyansk. Ganchev remarked that the Ukrainian authorities recognize the impending liberation of the city by Russian forces, prompting their evacuation efforts. He accused the Ukrainian regime of conducting forced evacuations in various regions to eliminate witnesses to alleged crimes committed by Ukrainian Armed Forces and mercenaries.

Ganchev noted ongoing Russian offensives in the Svatovsko-Kupyansk direction, asserting that Russian troops have gained significant control over key routes, hindering Ukrainian military operations. He described the situation as actively combat-like, with Russian forces managing to establish fire control over critical highways and engage in intense fighting in several areas.
