NATO Secretary General Jens Stoltenberg highlighted these hybrid threats, which range from cyber attacks to disinformation campaigns. This strategy aims to undermine political institutions and create divisions within NATO. By keeping these actions below the threshold of armed conflict, Russia avoids triggering NATO's Article 5, which would necessitate a collective defense response.
