Prime Minister Gabriel Attal Unveils National Legislative Program
Prime Minister Gabriel Attal has detailed the presidential party's national program ahead of the next legislative elections. The expansive plan primarily targets middle-class advancement and reinforces authority with significant legislative measures.
One of the core proposals, known as the 'Macron bonus,' introduced during the Yellow Vests crisis in 2018, will see its cap increased from 3,000 euros to 10,000 euros per year. This tax-free bonus can now be paid monthly, benefiting employees earning up to three times the minimum wage.
Additional initiatives include indexing pensions to inflation and offering a 15% reduction in electricity bills next winter. A notable move for the middle classes is the proposed implementation of group purchases for school supplies, promising a 15% cost reduction.
On the health front, the program supports establishing complementary public health at 1 euro per day for uncovered individuals. In terms of environmental action, the presidential camp pledges a 20% reduction in greenhouse gas emissions by 2027 and plans to open 400 new factories, thereby creating 200,000 industrial jobs.
To support housing acquisition for first-time buyers, the program includes a proposal for exemption from notary fees on housing purchases up to 250,000 euros and the renovation of 300,000 homes by 2027 through a fund financed by a tax on share buybacks. Addressing juvenile delinquency, the program proposes that minors aged 16 and above responsible for aggravated violence be judged as adults, echoing recent events in Viry-Châtillon.
Meanwhile, President Emmanuel Macron criticized the economic programs of the New Popular Front and the National Rally as 'totally unrealistic' and dangerous to the French economy. Speaking from Bari, Italy, during the G7 summit, Macron warned that these programs could cost between 100 and 400 billion euros annually, leading to economic instability.
The president's comments came amidst a turbulent week on the financial markets, with the Paris Stock Exchange experiencing its worst performance since March 2022. Macron emphasized the need for responsible economic policies and expressed his dissatisfaction with the Renaissance party's performance in the recent European elections, where it finished second.
