Investigative journalist Catherine Belton's report, published in the Washington Post, reveals that Dugan has received funding from a senior officer in Russia's military intelligence service, known by the pseudonym 'Yuri Khoroshevsky.' This relationship has enabled Dugan to produce fake news and deep fake content as part of a broader Russian strategy to influence American voters ahead of the upcoming elections.

The documents reviewed by Belton, obtained from a European intelligence agency, detail over 150 instances of Dugan's operations from March 2021 to August 2024. This network, which has been labeled the most effective source of Russian-originated fake news targeting American voters, has garnered significant attention, with Dugan's content accumulating 64 million views since September 2023. Among the disinformation campaigns attributed to Dugan is a false video that accused Democratic vice presidential candidate Tim Walz of misconduct, which has been widely viewed and shared on social media platforms.

Additionally, Dugan is linked to Alexander Dugin, a far-right ideologue considered to be a key influencer on Russian President Vladimir Putin. Dugin's ideas have been pivotal in shaping Russia's geopolitical strategies, including its military actions in Ukraine. The investigation also highlights the Kremlin's broader efforts to manipulate U.S. political discourse, including creating doppelgänger media outlets and financially supporting American social media influencers to amplify Kremlin narratives.
