Meeting Between Iran's President and Russia's Putin Raises Military Cooperation Questions
In a significant meeting held on the sidelines of an international forum in Ashgabat, Iran's President Massoud Pezeshkian and Russia's President Vladimir Putin discussed the evolving dynamics of their bilateral relationship. This meeting marks Pezeshkian's first engagement with Putin since taking office in July 2023, highlighting the importance of their 'friendly and strategic' ties amidst rising tensions in the Middle East.
The discussions focused on various pressing issues, including the need to finalize a strategic partnership document and the delivery of military assets, such as Sukhoi-35 fighters and S-400 air defense systems, which Iran has previously purchased. Analysts have raised concerns about Moscow's commitment to these agreements, especially given the backdrop of increasing threats from Israel against Iranian targets.
Iranian observers have criticized Russia for its slow delivery of military equipment, with some suggesting that Tehran's security cannot solely rely on Moscow. Mahmoud Shouri, a researcher at the Center for Strategic Studies, emphasized that while the relationship between the two nations has strengthened over the years, their security policies diverge on several international issues.

He also expressed skepticism regarding the completeness of military agreements between Iran and Russia.
