Though positively receiving Biden's call for a permanent ceasefire, Hamas laid down a stringent set of conditions that it demands Israel to comply with, bringing the feasibility of such an agreement into question.

Biden urged Israeli leadership to accept a hostage deal which includes a ceasefire and the exchange of prisoners. Hamas’s statement emphasized the movement's readiness to respond positively to any proposal based on full Israeli withdrawal from the Gaza Strip, restoration of the region, return of displaced Palestinians, and a serious prisoner exchange deal. However, Israel’s response has been less than enthusiastic.

While Hamas’s statement exudes a facade of optimism, it is clear that the terrorist organization remains entrenched in its prerequisites. Recently, the Israeli Defense Forces (IDF) concluded an operation in Jabalia, announcing several hundred terrorists were neutralized, and significant war materials were destroyed, including ten kilometers of tunnels and numerous weapons production sites. The tense situation persists with prominent actions still ongoing around Rafah.

In a parallel development, Egypt has maintained its stance on keeping the Rafah border crossing closed until a complete Israeli withdrawal from the area is achieved. This closure has hindered humanitarian aid and transactions, potentially exacerbating the humanitarian crisis in the Gaza region. Moreover, negotiators have suggested that Hamas will only return to talks on a hostage deal if combat operations are halted. This reveals the intricate link between cessation of hostilities and humanitarian provisions in the region.

Despite Biden’s call for ending the war, the US proposal leaves room for possible resumption of hostilities if negotiations exceed six weeks during the first phase. Israeli officials remain skeptical about a definitive end to the conflict, further complicating the breakthrough possibilities for lasting peace in the region.
