Biden Announces Comprehensive Ceasefire Proposal for Gaza
On Friday, May 31, 2024, US President Joe Biden presented a ceasefire proposal aimed at bringing an end to the ongoing conflict in Gaza. The proposal outlines a three-phase plan, with specific steps for achieving a sustainable ceasefire and addressing humanitarian concerns.
The first phase lasts six weeks and includes measures such as a comprehensive and complete ceasefire, the withdrawal of Israeli forces from all populated areas in Gaza, the release of Israeli prisoners, and the entry of humanitarian aid. In return, hundreds of Palestinian prisoners would be released, and the bodies of Israeli prisoners in Gaza would be handed over.
During the six-week period, both parties are expected to negotiate towards the second phase, which aims at a sustained cessation of hostilities and further prisoner exchanges. If successful, this phase could lead to a permanent ceasefire.
The third and final phase focuses on post-war arrangements and the reconstruction of the Gaza Strip. Biden emphasized the significance of this proposal, calling it a 'road map for a complete and permanent ceasefire and the withdrawal of Israeli forces from all populated areas in Gaza.'
Hamas has responded positively to the proposal, viewing it as a potential path toward the end of hostilities and civilian suffering. However, senior Hamas official Mahmoud Mardawi mentioned that they have not yet received the full details of the proposal.
European Commission President Ursula von der Leyen and other international leaders have welcomed Biden's proposal, considering it a 'real opportunity' to end the war. Secretary of State Antony Blinken has also discussed the plan with foreign ministers from Saudi Arabia, Turkey, and Jordan, seeking their support.
In addition to diplomatic efforts, ongoing military operations continue. Reports indicate airstrikes and artillery shelling across various locations, including Jenin, Rafah, and southern Lebanon. US President Biden urged both sides not to miss the chance for peace, highlighting potential global isolation for Israel if the conflict persists.
- The proposal, mediated in part by the State of Qatar, highlights significant steps including extensive humanitarian aid, reducing military presence, and facilitating prisoner exchanges as confidence-building measures.
- According to Biden, the potential benefits of the agreement include better humanitarian conditions in Gaza and the possibility of historic normalization agreements for Israel in the region, particularly with Saudi Arabia.
- Hamas and Israeli forces continue their engagements, with notable incidents such as airstrikes on the Borage refugee camp and exchanges of fire in Jenin.
