The report indicates that the Syrian regime is primarily responsible for these civilian deaths, with 21 reported killings, including 6 children and 5 women. Other groups, such as Hay'at Tahrir al-Sham and the Syrian Democratic Forces, also contributed to the violence, further complicating the humanitarian crisis in the region.
Deir Ezzor and Daraa Governorates have been identified as the most affected areas, with Deir Ezzor alone accounting for 39% of the total documented victims. The report emphasizes the need for international intervention and calls for the Syrian file to be referred to the International Criminal Court for further investigation and prosecution of war crimes.
