Russia to Ban Certain PET Packaging to Promote Recycling by 2025

The Russian government is set to ban specific types of PET packaging starting September 1, 2025, in a move to enhance recycling efforts and reduce environmental waste.

The Russian government has announced a ban on three types of polyethylene terephthalate (PET) packaging, effective September 1, 2025. This decision aims to address environmental concerns related to the non-recyclability of certain PET products. The ban specifically targets colored bottles used in the food industry, excluding colorless, blue, green, brown, and white bottles. Additionally, it prohibits PET packaging with polyvinyl chloride labels, except for heat-shrink labels, and multilayer bottles.

The Ministry of Industry and Trade of the Russian Federation is tasked with updating the list of banned packaging annually, starting in 2026. The government anticipates that this regulation will promote the use of recyclable materials and lessen the environmental impact of waste disposal.

From 2025, the Russian Environmental Operator will mandate the use of recycled materials in the production of various goods, including cement and rubber products. Specific quotas have been set for the percentage of recycled content required in these materials, ranging from 6% for cement to 98% for wood briquettes.

Furthermore, the Russian government has outlined mandatory recycling practices in road construction and land reclamation projects, requiring at least 5% and 10% recycled material usage, respectively. This initiative is part of a broader effort to enhance recycling and reduce waste in the country.
