Russia's Proposed Ban on Vapes and E-Cigarettes

The State Duma of Russia is set to deliberate on a significant inter-faction bill aimed at banning the sale of vapes and electronic cigarettes during its upcoming autumn session. According to Yaroslav Nilov, head of the Duma Committee on Social Policy and one of the bill's authors, the proposed legislation seeks to prohibit the retail trade of both nicotine-containing and nicotine-free liquids, as well as the devices used for their delivery. This initiative comes amidst alarming statistics indicating that approximately 4 million Russian citizens currently use electronic cigarettes, with a tenfold increase in usage among teenagers over the past 13 years.

Health Concerns Surrounding Vaping

The authors of the bill highlight serious health risks associated with vaping, asserting that even nicotine-free products can be harmful due to their composition of glycerin, propylene glycol, flavorings, and thickeners, which pose risks to lung health. The Russian Health Minister, Mikhail Murashko, emphasized the rising popularity of vapes among youth, likening the symptoms of EVALI (E-cigarette or Vaping Product Use-Associated Lung Injury) to those of COVID-19. With 95% of EVALI patients requiring hospitalization, experts are increasingly concerned about the long-term health implications of vaping, particularly among younger demographics.

The Debate on Regulation and Illegal Trade

Despite the government's suggestion that a complete ban could lead to an increase in illegal trade, Nilov and his colleagues remain steadfast in their position for a total prohibition. They argue that prioritizing public health is essential, even if it means curtailing tax revenues from the sale of these products. The current landscape of vaping in Russia is complicated by the fact that most electronic cigarettes are imported illegally, often lacking proper safety standards. Maxim Korolev from the Russian Tabak agency warned that the majority of these products are produced in countries with no regulatory oversight, raising further concerns about their safety and health risks. Korolev advocates for a potential return to certified products from reliable sources, such as China, after the illegal market is addressed.
