In a significant development in the ongoing Ukraine war, Russian President Vladimir Putin has expressed a readiness to hold peace talks under specific conditions. Putin's proposition requires Ukraine to cede the territories captured and occupied by Russia, thereby freezing the front line. Merezhko pointed out that any negotiations would be pointless as long as Russia continues to claim and occupy Ukrainian regions such as Donetsk, Luhansk, Zaporizhia, Kherson, and Crimea. The current stance of the Kremlin has been viewed as a strategy to gain a breathing space to modernize the army, Merezhko added.

Last November, Zelensky had declared that peace negotiations could only resume once all occupied territories, including Crimea, were under Ukrainian control. A 2022 decree signed by President Zelensky explicitly labeled negotiations with Putin as 'impossible.'

The context of these diplomatic maneuvers has also been shaped by military dynamics on the ground. Recently, Zelensky visited Kharkiv, a strategic city that has faced a relentless Russian offensive. The situation in Kharkiv remains 'difficult' but 'stable and under control,' according to Ukrainian military officials. However, the battle for control continues, particularly in the city of Vovchansk, where intense street fighting has resulted in significant casualties.

Russia, meanwhile, has justified its offensives in northeastern Ukraine as efforts to create buffer zones to prevent Ukrainian strikes on Russian territory.
