The arrests occurred across 78 regions and were part of a broader investigation into radical online communities, which involved checking 252 participants, including 156 minors.

The FSB's report indicates that those arrested, aged between 14 and 35, were supporters of banned Ukrainian terrorist organizations. They were found to be encouraging youth to engage in violent actions against peers, educators, and public officials. Alarmingly, investigators have identified nine minors among the detainees who were allegedly preparing armed attacks targeting educational and religious institutions, as well as crowded public areas.

During the operation, authorities seized a cache of weapons including firearms, knives, and materials for constructing homemade explosives. Additionally, the FSB uncovered propaganda materials linked to terrorist organizations and found evidence of online communications with Ukrainian operatives, which detailed plans for sabotage and terrorist activities.

Online Radicalization and Security Response

The FSB has released video footage of the arrests, showcasing the training sessions of these radicals in using incendiary devices. One of the detained minors revealed a chilling plan to attack his classmates during lessons, stating that he intended to carry out the assault in 2025. This revelation underscores the serious threat posed by the radicalization of youth through online platforms.

In response to this alarming situation, Roskomnadzor, the Russian communications watchdog, has reached out to Discord, the messaging platform used by the radicals, to request the removal of nearly 1,000 illegal materials. These materials included content promoting extremism, child pornography, and other illicit activities. Roskomnadzor emphasized that Discord has failed to comply with previous regulations requiring it to monitor and block illegal content.

Ongoing Investigations and Future Implications

The FSB continues its operational search activities and investigations to further dismantle these radical networks. The involvement of minors in such serious criminal activities raises pressing concerns about the effectiveness of current measures to prevent youth radicalization in Russia.
